The 1991 International Theatre Festival was the last one for which Miguel Romero Esteo was artistic director. He was succeeded by Carlos de Mesa, who held the position from 1992 to 1995 and programmed shows that were more commercial. The number of companies contracted for the Festival diminished, but there were more performances for each show. In 1993 the Festival was not organised, due to budgetary difficulties. Starting in 1992, the Festival’s image and public communication design underwent significant changes.  
During this period, the Festival programme included companies of great prestige, such as the  Ballet of the Opera of Lyon, the Merce Cuningham Dance Company, Lindsay Kemp, Els Comediants, Dagoll Dagom, Momix, Philippe Genty and the Chaplin-Thiérrée Company.
